Expert Warns Against Retesting in Tuyen Quang to Ensure Fairness

In a recent interview with VietTimes, GS.TSKH.NGND Vũ Minh Giang expressed strong reservations about the proposal from Tuyen Quang's local government to permit students to retake the Mathematics exam. He emphasized that there is no legal basis for such a retest and warned that making exceptions could undermine the integrity and fairness of the national examination.

Giang stated, "The organization of a retest should be approached with extreme caution. Retests are typically reserved for situations beyond human control, such as natural disasters or unforeseen incidents, not for human errors or violations of examination regulations. In this case, the issues stem from violations of the rules by individuals involved in the examination process, so I see no justification for allowing a retest."

He further questioned the fairness of retesting those who have violated rules, stating that it would be unjust to allow them another chance while millions of other students who took the exam seriously would be left at a disadvantage. Giang firmly believes that violations should be dealt with according to established regulations, which may include nullifying the results of those who broke the rules, rather than creating additional opportunities for them.

Giang also highlighted that allowing retests could lead to significant disparities among students from different regions. If one locality is granted a retest due to organizational errors, other regions might rightfully demand the same treatment, which could disrupt the uniformity of the national examination process.

He noted that the high school graduation exam is not just a routine test; it is a critical determinant for university admissions, affecting the futures of millions of students and their families. Therefore, maintaining public trust in the examination system is vital.

In his view, all students are of an age where they must be accountable for their actions. If they violate examination rules, they should face the consequences as stipulated in the regulations. Giang stressed that there should be no special treatment or exceptions outside the current rules.

Regarding the handling of similar situations in educational assessment, Giang mentioned that retests are exceedingly rare and typically only occur in cases of unavoidable circumstances, such as the loss of examination papers due to unforeseen events. He reiterated that if the violations stem from the exam organizers, those responsible must be held accountable, and students not involved should not be penalized.

Giang concluded by urging the Ministry of Education and Training to consider the national perspective rather than focusing solely on local incidents. He emphasized that decisions should be based on law and existing regulations, rather than succumbing to pressure from specific cases. A correct decision will uphold the credibility of the regulatory body and maintain the trust of millions of parents and students in the national examination system.
