New Construction Permit Procedures Effective July 1, 2026
The Ministry of Construction in Vietnam has announced revised administrative procedures for construction

The upcoming changes in Vietnam's construction laws are significant for homeowners and builders alike. According to the Construction Law 2025, effective from July 1, 2026, eight categories of construction projects will be exempt from the requirement to obtain construction permits.
The first category includes level IV buildings and single-family homes that are less than seven stories tall and have a total floor area of under 500 square meters. However, these structures must not be located in designated urban development areas or other specified zones outlined in city planning.
Other exempt categories include:
These exemptions aim to streamline the construction process and encourage more efficient building practices across the country. Homeowners looking to build smaller homes will find these new regulations particularly beneficial, as they will reduce bureaucratic hurdles and expedite the construction timeline.
As the implementation date approaches, it is essential for potential builders to familiarize themselves with these new regulations to ensure compliance and take advantage of the exemptions available.
