Trillion billion projects lie forever..." on paper"

"Can't go, can't stay" is the situation of hundreds of households in many central provinces when facing projects that have been inactive and immobile for decades.

In 2008, the project of the commercial and service area Vina Universal Paradise (Quang Ngai) with an area of nearly 60 hectares (now renamed as An Son urban area project) was owned by Vina Tourism - Film Studio Investment Joint Stock Company licensed investment, with a total capital of about 1,200 billion. Worrying about the house collapsing

Pointing to the collapsed wall with only half left in the middle of the house, Mr. Ngo Quang Son (75 years old, living in Lien Hiep 2C street, Truong Quang Trong ward, Quang Ngai city) said that a few days ago, the entire part The roof tile above and half of the wall of his house suddenly collapsed. According to Mr. Son, the collapse of the house is an inevitable consequence when over the years his house has been damaged and degraded, but the family is not allowed to repair it because the house is located in the hanging planning area. Mr. Truong Thanh Thao, Chairman of the People's Committee of Truong Quang Trong ward, said 160 households in the ward were identified in the project planning. According to the investment certificate, the project must be completed after 4 years since it was granted the investment certificate (in 2008). However, in 2011, the project only cleared 12 hectares, reaching 22%, with The total compensation cost being more than 20 billion VND. Since then, the project has been unfinished. "People living in the project area are very miserable... The ward has asked the investor to support people whose houses have collapsed but there have been no results so far," - Mr. Thao said.

In Da Nang, more than 80 households in group 89, Hoa Xuan ward, Cam Le district, also live in misery due to the suspended planning for more than 14 years. Since 2009, the residential area from Cam Le bridge to Nguyen Tri Phuong bridge in group 89 has been planned by Da Nang city as a riverside land reserve - a residential area south of Cam Le bridge. The government measured and tallied houses a year later to determine the compensation price. However, the people's desire to be resettled on the spot caused problems in planning, so far, there has yet to be a decision on compensation and clearance. The Cam Le District People's Committee leader said the district is waiting for the People's Committee of Da Nang City to make a zoning plan. After the planning is approved, residential area 89 will be cleared. According to the new plan, there will be resettlement land according to the people's wishes. The estimated cost of clearing and compensation is about VND 375 billion.

Similarly, many households in Bac Ly ward, Dong Hoi City, Quang Binh province are falling into the situation of "can't go, can't stay" because land and houses are included in the area planning of the Residential Infrastructure Project. West of Huu Nghi Street and "hanging" for many years, many houses deteriorated without being repaired.

Mr. Nguyen Huu Thanh, Chairman of the People's Committee of Bac Ly ward, said that the hanging plan made people angry, and the government was also "impatient".

Wait until when?

Due to overdue implementation and being constantly reminded by local authorities in 2014, the investor of the An Son urban area project (Quang Ngai) applied for an extension of the schedule and adjusted the investment certificate; the implementation period is from 2014 to 2018. However, like the previous time, the investor did not deploy after the above time limit.

Then, in 2019, the investor continued to propose to the People's Committee of Quang Ngai province to consider and allow the project to continue and will conduct a survey and re-evaluate the entire project to make a plan to continue implementing the project according to the old planning, architecture or change the design, change the planning if necessary to suit the development orientation of the project at this time. At the same time, set up the procedures for extending the project investment time.

According to Mr. Tra Thanh Danh, Chairman of the People's Committee of Quang Ngai City, the locality has asked investors to survey, confirm the capacity and adjust the 1/500 detailed planning, excluding the planning parts beyond the investment capacity and unsuitable for reality... "The project lasted too long and affected people in the area. However, it is still impossible to conclude whether the project will continue or stop because it has to wait for instructions from the central side," - Mr. Danh informed.

Mr. Nguyen Quoc Anh, Deputy Director of the Department of Construction of Quang Binh province, said that the stadium, the cultural - sports area is not included in the Residential Area project west of Huu Nghi Street invested by the Department of Construction. Therefore, the department proposed that the Provincial People's Committee assign the People's Committee of Dong Hoi City a plan to invest in constructing the above works to the local socio-economic development situation.

Meanwhile, according to Mr. Hoang Ngoc Dan, Chairman of Dong Hoi City People's Committee, the city is submitting a petition to the Provincial People's Committee to direct the settlement of this issue. The local government does not agree with the opinion of the Department of Construction when handed over to the city because the Department of Construction is the investor in the Tay Huu Nghi project. However, the items have not been completed or handed over to the city for management for many years.
