Concerns Rise for Buyers of Social Housing in Ha Tinh

Residents in Ha Tinh who have recently secured the right to purchase social housing are expressing concerns as the preferential loan funds from the policy bank have been depleted. This situation has left many families anxious about losing their opportunity to buy homes.

On September 9, a resident named P.V.T. (34 years old) shared that his family was fortunate to win the right to buy an apartment in the second phase of the social housing project in Thanh Sen Ward through an online lottery. However, their joy was quickly overshadowed by worries about the lack of available loan funds. When they approached the Social Policy Bank in Ha Tinh to apply for a preferential loan, they were informed that the funds had been exhausted.

"Without preferential loan funds, we have no way to pay hundreds of millions of VND on time. The risk of losing our purchase rights is very high," said T.

He is not alone in this predicament; hundreds of other customers who recently won the right to buy social housing in Ha Tinh are facing similar challenges. According to reports, on September 6, the Ha Tinh Development Investment Fund conducted an online lottery to allocate the right to purchase and determine the location of apartments in the second phase of the social housing project in Thanh Sen Ward. The results showed that 509 customers won the right to purchase after surpassing 1,786 applications.

The Ha Tinh Development Investment Fund announced that customers must pay 20% of the contract value between September 20 and October 10, followed by 30% from October 20 to November 10, and another 20% from November 20 to December 10. The remaining 25% is due upon receiving the house, expected in January 2027, with the final 5% payable upon receipt of the housing ownership certificate. Many customers believe that access to preferential loans from the Social Policy Bank is crucial for meeting these payment deadlines. If they cannot secure these loans, they may have to turn to commercial banks with higher interest rates, increasing their financial burden.

A representative from the Social Policy Bank in Ha Tinh acknowledged the difficulties regarding the availability of preferential loan funds. Earlier in 2026, the central government allocated 325 billion VND to the branch. However, due to the high demand for loans for new housing construction and renovations in the area, all funds have been disbursed according to Decree 100/2024/ND-CP on the development and management of social housing. One reason for the rapid depletion of funds is the preferential loan interest rate, currently set at 5.4% per year, which is significantly lower than rates offered by commercial banks.

Before the lottery for the project, the Social Policy Bank in Ha Tinh proactively reported and proposed that the Vietnam Social Policy Bank allocate an additional 329 billion VND to meet the borrowing needs of social housing buyers. However, this funding has yet to be allocated. In light of the situation, Nguyen Trong Hieu, Deputy Chairman of the Ha Tinh Provincial People's Committee, recently signed a document addressed to the Prime Minister and the Deputy Prime Minister, requesting support to resolve the difficulties regarding credit funding for social housing policies in the area.

The Ha Tinh Provincial People's Committee emphasized that the demand for preferential loans to purchase social housing is substantial, while the allocated policy credit funds for the locality do not meet actual needs. The province has urged the Prime Minister and Deputy Prime Minister to direct the Vietnam Social Policy Bank to consider supplementing the funds for the Ha Tinh branch in 2026 and the 2026-2030 period to meet the borrowing needs of residents. The provincial government also requested that the State Bank of Vietnam continue to instruct commercial banks to participate in the credit program according to Resolution 33/NQ-CP (to resolve and promote the real estate market), enhance disbursement for social housing buyers, and provide clear guidance on documentation, conditions, and processes to facilitate residents' access to funding.
