New employment policies and pension payment regulations will be implemented in Vietnam starting September 2026. The government aims to improve the management of social security and ensure that citizens can easily access their pension and social welfare benefits.

Pension Payments via VNeID

According to Decree No. 320/2026/ND-CP, effective from September 28, 2026, pensioners will be able to receive their pensions and social security benefits through their social security accounts linked to the national identification app, VNeID. This initiative allows for the integration of payment accounts, e-wallets, or mobile money accounts, facilitating the receipt of various financial supports.

New Work Regulations for Special Maritime Jobs

Additionally, as of September 1, 2026, a new circular from the Ministry of Construction stipulates that workers engaged in special maritime jobs can only work a maximum of six hours per day. This regulation is designed to ensure safety and well-being for employees working in challenging maritime conditions.

Retired Teachers Can Work Full-Time

The Ministry of Education and Training has also released Circular No. 59/2026/TT-BGDĐT, which allows retired teachers to sign full-time contracts with educational institutions. This policy, effective from September 1, 2026, aims to leverage the expertise of retired educators to meet the needs of schools.

New Administrative Penalties in Labor and Social Insurance

Moreover, Decree No. 283/2026/ND-CP, effective September 10, 2026, introduces new penalties for violations in labor and social insurance sectors. Employers who fail to register or adjust labor information for employees may face fines based on the number of violations.
