CIA Director John Ratcliffe is reportedly in Moscow, having arrived on a U.S. military transport aircraft. This visit, which has not yet been officially confirmed by U.S. or Russian officials, is said to involve a series of crucial meetings in the Russian capital.

According to reports from American media outlets Axios and CBS News, Ratcliffe traveled on a Boeing C-17 Globemaster military transport aircraft, which departed from Andrews Joint Base in Maryland. The aircraft made a stop in Riga, Latvia, before landing at Vnukovo International Airport in Moscow on August 25.

Hours before the news of Ratcliffe's trip broke, Kremlin spokesperson Dmitry Peskov stated that they had no information regarding the flight data reported by Flightradar24. This lack of confirmation from both Russian and U.S. officials adds an element of intrigue to the visit.

Additionally, an anonymous source informed the Kyiv Independent that the U.S. had suggested Ukraine pause its attacks on Moscow and St. Petersburg prior to Ratcliffe's arrival. This indicates a potential diplomatic effort to ease tensions in the region, with Ukraine being kept informed about Ratcliffe's discussions in Russia.

The last time a CIA director visited Russia was in November 2021, just months before President Vladimir Putin ordered military action in Ukraine. At that time, then-CIA Director William Burns met with Nikolai Patrushev, the Secretary of the Russian Security Council.

Since his appointment in January 2025, Ratcliffe has maintained regular communication with Sergey Naryshkin, the head of Russia's Foreign Intelligence Service (SVR). If confirmed, this would be the first known visit by a senior U.S. official to Russia since special envoys Steve Witkoff and Jared Kushner met with President Putin in January to discuss peace negotiations regarding Ukraine.

Despite President Donald Trump's commitment to mediate an end to the Ukraine conflict, efforts to bring Moscow and Kyiv to a compromise have faced significant challenges, particularly as both sides have intensified their airstrikes against deep targets within each other's territories this summer.
