Hanoi has recently issued new guidelines for the organization of school meal services, specifically for students in public and private educational institutions. This change, effective from the 2026-2027 academic year, shifts the responsibility of selecting food suppliers from schools to local government authorities, specifically the People's Committees of wards and communes.

Previously, schools that received financial support for meal services were allowed to directly choose and contract with food suppliers. However, under the new regulations, local government bodies will now evaluate and select food providers for schools. This process aims to ensure compliance with food safety standards and legal requirements.

According to the new guidelines, local authorities will receive applications from food service companies and will conduct thorough assessments to determine which companies meet the necessary criteria. They will establish an evaluation council, led by the local government head, to review the capabilities of each supplier and inspect their facilities before making a selection.

This marks a significant shift from past practices, where schools had the autonomy to choose their food suppliers. Under the new system, schools are required to adhere to the list of approved suppliers designated by local authorities. Any changes to food suppliers or meal organization plans must be reported to and approved by the local government.

Additionally, local authorities will be responsible for signing contracts with food service companies in accordance with legal regulations and financial guidelines. They will also oversee the implementation of these contracts, ensuring that meals provided to students meet safety and quality standards.

Local governments are expected to finalize their meal organization plans by August 5 and submit them to the Department of Health for review. This initiative reflects the growing concern among parents regarding the quality and safety of school meals, aiming to provide a more structured and regulated approach to student nutrition.
