Hue City will begin distributing free textbooks and local educational materials to all students from grades 1 to 12 in the 2026-2027 school year. The announcement was made by the People's Committee of Hue City on July 16, outlining a significant step towards fulfilling the resolutions set by the Politburo, the National Assembly, and the Government regarding the provision of free textbooks in general education.
This initiative reflects Hue City's commitment to developing a quality, equitable, and sustainable education system. Starting from the 2026-2027 academic year, students in Hue will receive free textbooks from all schools, including public, private, vocational education centers, and other educational institutions implementing the national general education program.
According to the leaders of the Department of Education and Training of Hue City, the city will manage the procurement of textbooks, which will then be allocated to educational institutions for distribution to students under a borrowing system managed by the school library system. This approach is designed to make effective use of state budget funds, enhance students' responsibility for maintaining the books, and create a sustainable source of textbooks for long-term reuse.
The total estimated budget for this free textbook policy is nearly 53 billion VND. The implementation of this policy, alongside the waiver of tuition fees for students starting in the 2025-2026 school year, demonstrates Hue City's determination to gradually realize and effectively implement Resolution 71-NQ/TW, aimed at a breakthrough in education and training, affirming the principle of 'no student left behind.'
