Investigation into Fatal Canoe Capsizing in Phu Quoc

A tragic incident in Phu Quoc has led to the capsizing of a canoe, resulting in the loss of 15 lives, all of whom were Indian tourists. Following this disaster, questions have arisen regarding the safety and design of the vessel involved.

Tran Anh Duong, Deputy Director of the Vietnam Register, stated that the capsized canoe was not a modified vessel but was newly constructed according to an approved design. The upper structure of this type of boat is designed to be closed to ensure stability, buoyancy, and safety while operating at sea. This design meets not only Vietnam's technical standards but also international regulations.

Duong explained that the boat involved in the accident was certified for safety and environmental protection, allowing it to carry up to 34 passengers. He emphasized that the design of the upper structure as closed is a technical requirement to ensure safety in marine operations. He noted that the choice between a closed or open design depends on the structural characteristics and technical requirements of each vessel.

In light of the accident, Le Do Muoi, Director of the Vietnam Maritime Administration, mentioned that the agency is enhancing post-incident inspections for water transport operations. He also highlighted that the initial assessment indicates the accident was primarily caused by an unusual weather phenomenon rather than technical failures. The region is currently experiencing the season for strong winds and sudden storms, making it challenging even for experienced boat operators to manage such conditions.

Additionally, many tour operators in Phu Quoc have temporarily suspended their canoe tours following the incident. This precautionary measure aims to ensure the safety of tourists and to comply with ongoing investigations into the accident.

As the investigation continues, authorities are committed to improving legal frameworks and safety regulations in the maritime transport sector to prevent future tragedies.
