The director of a transport company, Trần Đức Thắng, has been arrested by the Lào Cai police for allegedly defrauding citizens by soliciting investment funds illegally. On July 7, the police announced that they had decided to prosecute Thắng and temporarily detain him for the crime of fraud.

Thắng, born in 1979 and residing in Lào Cai, is the director of Toàn Thắng Transport Company. Despite not being the actual investor in the project known as Urban Area No. 19 in the Lào Cai - Cam Đường new urban area, he exploited his company's name to deceive individuals into signing illegal investment contracts since 2012.

Initial investigations revealed that Thắng had embezzled a total of 1.82 billion VND from six victims involved in the case. To further expand the investigation and clarify Thắng's criminal activities, the Lào Cai police have urged any organizations or individuals who transferred money to Toàn Thắng Transport Company or to Trần Đức Thắng for investment purposes to contact the Economic Police Department of Lào Cai Province for resolution.
