The Vietnamese government has announced that Trần Cẩm Tú, the Permanent Secretary of the Central Committee, will be permitted to use official aircraft for travel starting July 2026. This decision comes as part of a proposal from the aviation management authority and is aimed at ensuring consistency with the amended 2017 Security Law, which will take effect in 2026.
Previously, only the General Secretary, President, Prime Minister, and Chairman of the National Assembly had the privilege of using official aircraft. The amendment to the Security Law now includes the Permanent Secretary, thereby recognizing this position as one of the key leadership roles in the country's political system.
The law outlines that the four main leaders are entitled to protective services at their residences, workplaces, and during travel. This includes police escorts for car travel, dedicated train cars for rail journeys, and private vessels for sea travel. When flying, these leaders can use either official aircraft or designated commercial flights that secure a private cabin.
Trần Cẩm Tú, who was elected to the Politburo in January 2026, has already undertaken several international trips, including visits to Laos and Cambodia. With this new designation, he will also receive daily health check-ups, similar to other top leaders.
The recent changes reflect Vietnam's evolving political landscape, where the Permanent Secretary is now considered one of the five most powerful figures in the government, often referred to as the 'Bộ Ngũ' (Five Leaders), although it is commonly regarded as the 'Bộ Tứ' (Four Leaders) due to the consolidation of roles.
As Trần Cẩm Tú continues to serve in this high-ranking position, the government aims to enhance the security and operational efficiency of its top officials during their domestic and international engagements.
