Vietnamese-American Fugitive Wanted by FBI for $100 Million Fraud
Emylee Thai, a Vietnamese-American woman, is on the FBI's Most Wanted list for allegedly defrauding nearly

The Federal Bureau of Investigation (FBI) has recently placed Emylee Thai on its list of most wanted fugitives, offering a reward of up to $150,000 for information that could lead to her arrest. This announcement was made on June 23, 2023, as the FBI believes Thai is currently residing in Vietnam.
Emylee Thai, who is alleged to have committed healthcare fraud amounting to nearly $100 million, was indicted on multiple charges including conspiracy to commit healthcare fraud and government fraud. According to the FBI, Thai operated a laboratory that engaged in unnecessary genetic testing, which was billed to Medicare, a federal health insurance program.
Beginning in 2019, Thai allegedly contracted brokers to obtain signed test orders and DNA samples from beneficiaries, paying them a percentage of the reimbursements. The genetic tests, often costing thousands of dollars per beneficiary, were reportedly not medically necessary and seldom used in patient treatment. Over time, her laboratory billed Medicare approximately $142 million for these tests and received about $95 million in payments.
After being indicted, Thai was released on bail with conditions, including wearing a GPS tracking device. However, on December 8, 2022, the device was removed, and subsequent attempts by authorities to locate her were unsuccessful. The following day, a federal arrest warrant was issued after she was accused of tampering with the GPS device.
Investigations revealed that Thai had fled the United States on a private jet using a fake passport to reach Vietnam. On July 6, 2023, another federal arrest warrant was issued for her after she was accused of destroying and altering records during a federal investigation.
Thai was born in Vietnam on August 27, 1984, and has various aliases including Kelsey Tan and Kimberly Le-Thai. She has previously been in the news in Vietnam, particularly for her company, Artemis DNA, which was reported as VinFast's first corporate customer in the U.S. in January 2022.
The FBI continues to seek information regarding Emylee Thai's whereabouts as she remains at large in Vietnam.
