On October 8, during a quarterly press conference held by the People's Committee of Phu Tho Province, it was revealed that an individual had returned more than 1 billion VND after a review of employment termination policies in accordance with Decree 178 and Decree 67.

Trần Văn Hòa, Deputy Director of the Department of Home Affairs of Phu Tho, provided information about the results of the review concerning the implementation of policies for officials, civil servants, and workers who retired under these decrees. The review found that a total of 4,469 individuals had been approved for retirement benefits under the relevant policies, including 1,215 cases from the former Phu Tho province, 911 from Vinh Phuc, and 1,427 from Hoa Binh.

While the majority of cases were processed correctly according to regulations, the review identified 15 instances where individuals had been improperly approved for retirement benefits by the former Hoa Binh Provincial People's Committee. This included 13 cases at the provincial level and 2 at the district level, which did not meet the criteria set forth in Decree 178.

As a result, the Department of Home Affairs advised the provincial government to take corrective action. Among the identified cases, 14 individuals had not yet received funding, so there was no need to issue a decision to recover funds. This group included 3 individuals who retired at the appropriate age, 8 who continued working, 2 who retired under labor contracts, and 1 who transferred to work at the provincial police department.

Another individual had their early retirement period adjusted from 7 years and 8 months to 2 years and 5 months due to a clerical error. Consequently, while they were still eligible for early retirement, the financial support amount was revised from over 2.2 billion VND to approximately 1.2 billion VND, necessitating the recovery of over 1 billion VND. The individual has since completed the reimbursement to the state budget.
