Vietnam and Laos Strengthen Special Cooperation in Auditing

The State Audit Office of Vietnam and the State Audit Office of Laos have been strengthening their special cooperative relationship since the signing of their first cooperation agreement in 2000. This partnership has evolved to include institutional support, human resource training, and sharing of professional experiences, contributing to the effective management of public finances and fostering a strong friendship between the two nations.

Over the years, numerous high-level visits have facilitated direct exchanges regarding the development of the auditing sector, allowing both parties to share management experiences and agree on cooperation frameworks. A notable achievement of this collaboration is Vietnam's support in enhancing the legal status of Laos' auditing office, which has improved its independence and authority within the national political system.

From 2011 to 2025, hundreds of Lao auditors have participated in training programs in Vietnam, covering various fields such as state budget auditing, tax auditing, and the application of information technology in auditing. Vietnam has also sent experts to Laos to provide on-the-ground training, helping to elevate the professional capabilities of Lao auditors.

In recent years, the partnership has taken on a more strategic dimension, focusing on modernizing auditing practices and international integration. A significant initiative is the E-Office project, which aims to modernize the operational governance of the Lao auditing office. This project includes the implementation of electronic document systems and cloud computing infrastructure, which are crucial for digital transformation.

Furthermore, both offices have maintained close collaboration in various multilateral cooperation mechanisms, such as the International Organization of Supreme Audit Institutions (INTOSAI) and the Asian Organization of Supreme Audit Institutions (ASOSAI). This cooperation has enhanced the visibility and influence of both auditing offices in the region.

Looking ahead, the two offices are actively implementing a mid-term cooperation plan for 2025-2028, focusing on human resource training, technical support, and sustainable development audits. The upcoming visit of Vietnam's State Auditor General Nguyen Huu Nghia to Laos is anticipated to open new avenues for collaboration, reinforcing the special relationship between Vietnam and Laos.
