Hanoi is expected to spend more than 1.2 billion dong on planning to rebuild the Nghia Tan collective area

The People's Committee of Hanoi City has just approved the estimate of detailed planning for renovation and reconstruction of Nghia Tan collective area, Nghia Tan ward, Cau Giay district.

In Hanoi City, there are currently nearly 1,580 old apartment buildings, including more than 1,200 houses in 76 apartment complexes and more than 300 independent old apartment buildings.

The city's policy to renovate old apartments has been implemented since 2005, but only 19 projects have been completed, and 14 projects are being implemented.

Nghia Tan dormitory area is one of the highly feasible old dormitories and apartment buildings that Hanoi will renovate and rebuild in 2021 - 2030.

Specifically, according to the Hanoi City Housing Development Program for the period 2021-2030 approved by the Hanoi People's Committee, by 2025, the city will renovate and rebuild 4 old apartment buildings with dangerous houses level D (Giang Vo, Thanh Cong, Ngoc Khanh, collective of the Ministry of Justice).

By 2030, renovate and rebuild 10 old apartment complexes (6 highly feasible areas: Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam, Nghia Tan) and complete 4 areas having dangerous class D houses).

Additional incentives for old apartment renovation projects

Recently, stated in the proposal to receive and explain the opinions of National Assembly delegates on the draft Housing Law (amended) sent to the Government regarding regulations on renovating and rebuilding old apartments, The Ministry of Construction said that recently, there have been many comments from National Assembly delegates requesting to add to the draft Housing Law (amended) regulations on relocation, forced relocation, and demolition of dangerous apartment buildings. ; regulations on approval of investment policies for projects to renovate and rebuild apartment buildings to shorten the time to carry out investment procedures.

Receiving comments from National Assembly delegates, the Ministry of Construction proposed that the Government amend the draft Housing Law towards legalizing regulations on enforcement, relocation, and demolition of old apartments; Criteria for selecting investors to renovate and build old apartments; Edit regulations on authority to support funding for infrastructure construction within the scope of old apartment building renovation and construction projects accordingly; stipulates that the State is responsible for inspecting the quality of apartment buildings instead of people having to contribute funds for inspection.

In addition, to increase incentives for investors participating in renovating old apartments, the Ministry of Construction also proposed that the Government add clause 2, article 64 of the draft Housing Law (amended) to allow investors to invest in projects to renovate old apartments after resettlement so that residents of old apartment buildings can sell the remaining apartments of the project.
