Pilot the establishment of 5 areas of standard and large-scale agro-forestry raw materials

The Ministry of Agriculture and Rural Development has just approved a pilot project to establish areas of agricultural and forestry raw materials meeting standards for domestic consumption and export in the period of 2022 - 2025.

The project is implemented in 46 districts and cities of 13 provinces (Hoa Binh, Son La, Quang Tri, Thua Thien Hue, Gia Lai, Dak Lak, Dak Nong, Kon Tum, Dong Thap, Long An, Tien Giang, Kien Giang, An Giang).

The overall objective of the project is to form 5 areas for the production of raw materials for agricultural and forestry products on a centralized and modern scale, with the application of advanced technologies on the basis of sustainable linkages between agricultural cooperatives and processing and consuming enterprises to promote quickly, effectively and sustainably the process of restructuring the agricultural sector and building new countryside.

The project also aims to develop and improve the role and performance of agricultural cooperatives in the agricultural value chain, meet the quality requirements and reduce the cost of input materials for processing and consumption. Increase in income and contribution for improving the lives of local people are the other targets.

The specific goal in the period of 2022 - 2023 is to establish 5 areas of qualified raw materials with a total concentrated scale area of about 166,800 hectares, which includes: 14,000 hectares of fruit trees in the northern mountainous region; certified sustainable timber (FSC, PEFC, VFCS, etc) areas in the central coast at 22,900 hectares; 19,700 hectares of coffee areas in Central Highlands; 50,000 hectares of rice in the Long Xuyen Quadrangle; 60,200 hectares of fruit trees in Dong Thap Muoi area.

At the same time, the project will form chains of production, processing and consumption of products between businesses, cooperatives and associated farmers in raw material areas. The forming of these chains is to reduce production input costs by 5 - 10% for cooperative members and farmers, reduce post-harvest losses by 5 - 10% of raw materials and increase value by 10 - 20%. Thereby, it is expected to increase income by 5 - 10% for cooperative members and farmers.

In the period of 2022 - 2023, capacity will be strengthened for at least 250 agricultural cooperatives in raw material areas; infrastructure will be developed in raw material areas for production, preservation, processing and trade of products in favor of cooperatives and associated enterprises in the consumption chain.

In the pilot project, there will have the formation of 136 community agricultural extension groups and the organizing of 770 training courses on cooperative development consulting and market connection; the application of production management software for certified wood materials, coffee, rice, and high-quality fruit; digitization of information and database of raw materials in service of product traceability; the pilot implementation of the policy of preferential credit loans in production development for cooperatives and cooperative members; agricultural insurance policy and linkage support policy according to Decree No. 98/2018/ND-CP of the government.

In the period of 2024 - 2025, there will have the expansion in constructing of 5 centers for preliminary processing, processing and preservation of raw materials (logistics) to support cooperatives, including: Logistic Center for rice chain (Thoai Son district, An Giang province); Logistic Center for organic rice - shrimp (An Minh district, Kien Giang province); Logistic Center for shrimp processing (Cu Lao Dung district, Soc Trang province); My Hiep fruit Logistic Center (Dong Thap province); Logistic Center for coffee chain (Gia Lai province).

Pham Thai Binh, General Director of Trung An Hi-Tech Agriculture Joint Stock Company (Can Tho province), expressed his pleasure when the Ministry of Agriculture and Rural Development approved the project to establish 5 areas of standard and large-scale agro-forestry raw materials.

“The project shows a clear change in thinking about building material areas when combining many stakeholders, from cooperatives, farmers, agricultural extension officers, businesses to enterprises, even those are operating in related fields such as digital technology, insurance, logistics, etc. It has the common purpose of improving the quality of exported agricultural and forestry products,” Binh said.

Pham Thai Binh and other people who are working in agriculture sector have the same belief that if successfully implemented, the project will help businesses complete the value chain of agricultural and forestry products.
