This meeting took place at the Central Party Office and highlighted Vietnam's view of the US as a key strategic partner.

Tô Lâm emphasized the importance of cooperation in science and technology, stating that breakthroughs in these areas are a priority for Vietnam's strategic growth objectives. The discussions also covered defense and security cooperation, with Tô Lâm requesting that the US continue and expand its support for Vietnam in addressing war consequences. This includes enhancing projects to improve capacity for identifying and providing documentation related to the remains of Vietnamese soldiers.

Admiral Paparo, representing President Donald Trump, expressed gratitude for Vietnam's early participation in the Peace Council initiative. He acknowledged the increasing international standing of Vietnam and reiterated the US commitment to fostering bilateral relations. The two leaders agreed on measures to enhance cooperation, including humanitarian programs, disaster relief, and law enforcement at sea.

Both sides underscored the importance of ensuring peace, security, and freedom of navigation and overflight, advocating for the peaceful resolution of disputes based on international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) of 1982. In June, Tô Lâm had also met with US Navy Secretary Carlos Del Toro, expressing confidence in the stable development of bilateral relations.
