Recent discussions surrounding new regulations for newly constructed apartments in Vietnam have raised questions about their potential impact on housing prices. According to legal expert Nguyen Van Dinh, the recent Resolution 21 issued by the Central Government aims to clarify land use policies for commercial housing, particularly focusing on apartments.

The resolution indicates that newly built apartments will have a defined usage duration based on the construction lifespan of the building. This has led to concerns among potential buyers that apartments will only be issued temporary ownership certificates, which could lead to a panic buying situation.

However, Dinh emphasizes that the resolution does not fundamentally alter existing land ownership policies. He advises the public to remain cautious and avoid succumbing to speculative pressures that could lead to overpaying for apartments. "The ownership rights will still be stable and long-term, and the expiration of the design lifespan does not automatically terminate ownership rights," he stated.

Phạm Thị Miền, Deputy Director of the Vietnam Real Estate Research and Valuation Institute (VARS IRE), also commented on the situation. She noted that the likelihood of a price surge for long-term ownership apartments is low, given that current prices in major urban areas are already high and beyond the reach of many buyers. Additionally, high interest rates on home loans continue to suppress market demand.

Miền highlighted that the market's liquidity is directly affected by these factors, making it unlikely for prices to spike solely due to the new regulations on apartment usage duration. She further pointed out that as buyers become more informed, they are less likely to be swayed by speculative fears.

Experts suggest that instead of worrying about potential price increases, the market would benefit from a clearer legal framework that outlines buyers' rights when a building reaches the end of its designated lifespan. With comprehensive regulations and effective communication, property values can be assessed based on ownership duration, building quality, and actual demand rather than speculative fears.

In conclusion, while the new regulations may cause initial concern among potential buyers, experts believe that the fundamental market dynamics and existing economic conditions will mitigate the risk of a price surge in the long term.
