Hanoi: Suddenly suspended the auction of 44 land lots in Dong Anh district

44 plots of land at the X6 land in Ha Lo village, Lien Ha commune, Dong Anh district, Hanoi were scheduled to be auctioned yesterday (April 23) but were suddenly canceled.

The No. 5 Auction Company Quoc Gia announced that it would stop organizing the auction of land use rights for the land plots at the X6 area in Ha Lo village, Lien Ha commune, Dong Anh district, Hanoi (phase 1 and phase 2) is expected to take place on April 23 and May 6.

The organization of the auction would be carried out in accordance with the law and will be publicly announced after the decision of the competent authority.

Quoc Gia - Auction Company No. 5 will refund the full amount of money to those who have purchased the documents, at this business's headquarters at 193 Hoang Van Thai, Thanh Xuan district, Hanoi.

Previously, the Dong Anh District Land Development Center and the Quoc Gia - No.5 Auction Company signed a service contract for asset auction, issued documents, and announced auction invitations.

The land plots being auctioned have an area of 90 - 154 square meters/plot, starting prices from 30.3 to 33.3 million VND/m2.

Regarding land auction activities in Dong Anh district, Hanoi City Police issued a decision to prosecute the case included accused and arrested Ms. Nguyen Thi Loan (from Bac Da district in the northern part of Hoa Binh province) - President of the Board of Directors of Vimedimex Pharmaceutical Group, the parent corporation of the real estate brand Vimefulland to clarify the act of "violating regulations on asset auction activities".

According to the conclusion of the police, in August 2020, the Dong Anh District Project Management Board (Hanoi) held an auction of a 5-hectare land in Co Duong commune. This land is valued at about 500 billion VND by Hanoi Investment and Appraisal Joint Stock Company. However, defendant Loan colluded with officials of the Management Board and the defendants of the appraisal company to adjust the land price lower than the actual value.

The defendants made up 12 false surveys in the appraisal document and reduced the value of the land to 300 billion dong. The Land Price Appraisal Council has approved the floor price of more than 18 million VND/m2. 

Chairman of the Board of Directors of Vimedimex Medicine and Pharmacy Joint Stock Company has set up many companies to act as "blue army, red army" to participate in the land auction. A company controlled by Ms. Loan won the auction of the land at the price of more than 20 million VND/m2.

The results of the investigation determined that, only one month after being handed over the land, Ms. Loan sold the land for 80 millions VND to hundreds of millions VND/m2, depending on the location.

The investigative agency determined that the defendants' behavior had damaged about 200 billion VND of the state property.
