Ho Chi Minh city s voters concern about NGOs socio economic development project

Among the questions and recommendations at the meeting between voters and the candidates for the elections of deputies to the 15th National Assembly in the Ho Chi Minh city’s constituency No. 4 (District 10, District 12), the issue that most voters are concerned about is the life quality and the foreign non-governmental project in socio-economic development.

Need to increase resources from foreign NGOs

Voter Le Thanh Dat (District 12): What activities and projects have foreign non-governmental organizations (NGOs) and international organizations have in HCM City and District 12? What are some methods to link organizations, promote volunteering activities and social security, transfer science and technology to young entrepreneurs who finds opportunities to start and operate a business?

Candidate running for seats in the 15th National Assembly Phan Anh Son, Vice President cum General Secretary of the Vietnam Union of Friendship Organizations (VUFO), Deputy Chairman of the Committee for Foreign NGOs Affairs, Director of the Institute for International Studies and Public Diplomacy answered:

Currently, there are 496 international organizations and foreign NGOs in operation nationwide, of which 163 organizations have offices in the HCM City. According to the data reported by the city, in five years from 2016 to 2020, the city has mobilized USD 320 million in foreign aid.

In HCM City, the NGOs' project mainly focus on health care, medical examination and treatment, free medicine delivery, preventive medicine system support, medical examination and treatment for people in difficult circumstances, elderly, people with disabilities, etc. In addition, the NGOs also support the training of the system of doctors and nurses in health care at grassroots levels. Along with that are programs such as cardiac surgery, eye surgery, humanitarian surgery for children with birth defects, cleft palate, etc.

Regarding education sector, domestic and international social organizations focus on enhancing quality of equipment and facilities (computers, reading rooms, libraries ... for students), innovative student-centered teaching methods for teachers.

There are currently four NGOs conducting projects in district 12 that focusing on fix programs: Tet (Lunar New Year) gifts for households, families with difficult circumstances; assistance to poor and disadvantaged families, households affected by COVID-19, scholarships to excellent students in difficult circumstances, support programs for women, female workers.

Next time, we will join the the city's Union of Friendship Organizations (HUFO), the District Youth Union to implement a number of programs supporting start-up students, vocational training, teaching English and programs providing free meals for the poor.



It is necessary to ensure stability and safety for the city

Voter Nguyen Ngoc Sang (246 Nguyen Anh Thu, Hiep Thanh ward, District 12): The situation of social order and safety in the city in general and District 12 in particular is complicated, especially drug problems and social evils. If you are elected to the National Assembly, what will you do to ensure stability and safety for the city?

Candidates for the upcoming elections of deputies to the 15th National Assembly Do Khac Huong, Colonel, Party Committee member, Deputy head of Department of Legal Affairs and Administrative, Judicial Reforms, Ministry of Public Security replied:

Drug addiction and social evils in general are causing many frustrations, reducing the quality of life, especially affecting the young generation. We understand the concerns of the voters in District 12 and the people in general.

The function of the National Assembly is to build and perfect the legal system. Recently, our State pays great attention to improving laws and legislation, including the Criminal and Administrative Law, in order to take appropriate measures for violations of the law on drugs and social evils. However, there are a number of sanctions measures that are no longer appropriate, not enough to deter and prevent. In addition, there is a lack of legal sanctions and that has hindered the prevention of drugs and social evils.

As a person in the People's Armed Forces, many years studying criminal law and proceedings on crime prevention and fighting, I will propose to the National Assembly, Government agencies to perfect the provisions of the law in which the strengthening and supplementing of sanctions so as to solve this problem more effectively.



It is necessary to pay attention to and protect the legal rights of women and children

Voter Nguyen Thi Phuong (Tan Chanh Hiep ward, District 12): How is the institutional building related to the protection of the legal rights of women and children today?

Candidate for the 15th National Assembly Nguyen Thi Hong Hanh, Party Committee Member, Deputy Director of the Department of Justice of HCM City answered:

As a female candidate, I am always keen in building institutions to create conditions for women to have equal opportunities in access to employment; and participate in activities and programs to protect the legitimate rights and interests of women and children. Vietnam has developed the sound legal framework to promote gender equality, but the implementation of these regulations has shown its limitations in practice. Somewhere in Vietnamese families, backward customs and practices still exist.

If I become a member of the National Assembly, I will pursue these matters so that the legal decrees can be fully implemented in practice. With my responsibility, ability and knowledge, I will actively support the victims, alleviate their pain and make recommendations to the authorities.



Need to build a network of standard schools

Voter Lai Thi Huyen (Tan Chanh Hiep ward, District 12): How to deal with the city's schools overloaded, especially enrollment time?

Candidate for the 15th National Assembly Van Thi Bach Tuyet, deputy head of HCM City National Assembly Delegation answered:

Currently, District 12 is facing a severe shortage of schools. Classrooms are overcrowded with students, especially at primary schools. School building process encountered many difficulties such as land fund shortage, compensation and site clearance. In some locations, people do not always agree on planning decisions and refuse to clear the ground.

Recently, the city National Assembly delegation surveyed and worked in a number of districts in the area. We find that this is also common nowadays in the districts. We have made direct recommendations to the Municipal People's Committee. Firstly, to pay attention to implementing the school planning network to ensure the area allocated for the schools. Second, to prioritize funding for the construction of schools in the districts' areas. Third, to focused on solving problems and difficulties, speeding up compensation, site clearance, resettlement progress, so that the school-age children could have a good living environment, enjoys a modern educational environment under the city's guidelines.

I will continue to stick to the issue, so that recommendations of the National Assembly members of the XIV term will continue to be concerned by the city and implemented early.
