Which demographics are allowed outdoors during Da Nang’s movement curb?

Under the current social distancing mandate, residents of Da Nang City will be allowed to leave their houses only in necessary cases, including food purchase, health emergencies, and other approved duties.

Authorities instigated extensive social distancing in Da Nang on July 31, requiring all residents to stay home and all businesses to be closed, save for several cases of utmost necessity. 

More specifically, according to Directive No. 05 issued by Da Nang leaders, residents can only go outside under the following circumstances:

- Food procurement

- Health diagnosis, health check-ups, SARS-CoV-2 testing, inoculation, and medicine procuring

- Other emergency cases, including natural disasters and conflagrations

- Duty trips, authorized duties at public offices, or assignments for press agencies

- Working at authorized businesses, service providers, and manufacturing facilities

- Driving vehicles to convey essential items, inputs for production, and products for import-export activities. 

- Urban sanitation work, fixings of power grid and water supply systems, maintenance of information technology and epidemic prevention infrastructure.

- Other cases as officially approved by the chairman of the Da Nang People’s Committee

Individuals going out for these causes must carry their IDs, as well as travel passes, press cards, market entrance passes, or other paperwork that proves their work or essential duty status during the pandemic.

They are required to keep a safe distance of two meters, avoid gatherings of two or more in public, perform medical declarations, as well as adhering to safety guidelines as prescribed by the Ministry of Health.

The directive also mentions that low-priority businesses and service facilities, including takeaway restaurants, cafes, and food stalls, must be closed. 

Meanwhile, several facilities will be allowed to stay open, including:

- Supermarkets, minimarts, traditional markets, and variety stores selling essential items

- Drugstores, health facilities, and medical supply stores that serve medical treatment or epidemic prevention

- Gas stations and LPG gas shops

- Commercial banks, central bank branches, banking service providers, business support services, law services, and the stock market

- Hotels remodeled as paid quarantine centers 

- Postal services, telecommunication services, and newspaper distribution facilities

- Import-export operations

- Delivery services for essential items, inputs for production, and products for import-export activities

- Catering services for workers

- Other cases as officially approved by the chairman of the Da Nang People’s Committee

The city’s directive allows factories and manufacturing facilities to continue operations, providing they prepare a pandemic response strategy that maintains production with the workforce split in half.

Facility owners must proactively cease production when the epidemic safety regulations are not fulfilled, as they must take full responsibility if COVID-19 infections transpire in their factories. 

The city also required all construction operations in the area to be halted, with an exception for projects approved by city- or district-level authorities. 

Vietnam has recorded 173,914 local infections in 62 out of its 63 provinces and cities, including 1,173 cases in Da Nang, since the fourth wave began on April 27.

The country had documented 177,813 COVID-19 cases as of Wednesday evening, with 54,332 recoveries and 2,327 deaths, according to the Ministry of Health.
