13th Party Congress: oldest delegate is 76 years old, youngest is 33
Of the 1,587 delegates to attend the 13th Party Congress, three are over 70 years old. The average age of the delegates is 52.2. The oldest delegate is 76 and the youngest 33.

Nguyen Thanh Binh, member of the Party Central Committee, and Deputy Head of the Standing Committee has talked to local press about preparation for the 13th Party Congress.
Regarding the standards of the delegates to attend the Party Congress, the Party Central Committee has issued specific regulations for local party committees directly under the central committee to select delegates with outstanding political behavior, morality, lifestyle, ability, prestige in their localities, and health condition.
Binh said as many as 1,587 delegates will attend the 13th Party Congress, including 1,381 official delegates elected by local party committees of the 2020-2025 term, 15 overseas delegates appointed by the Politburo and 191 natural delegates who are Official Members and Alternate Members of the 12th tenure.
There are 222 female delegates, accounting for 13.99 percent of total delegates, and 175 ethnic minority delegates (11.3 percent).
In terms of age, 57 delegates are aged below 40 (3.59 percent), and three are above 70.
In terms of education level, 1,067 delegates have a master’s degrees or doctorate (67.32 percent). There are 71 professors and associate professors (4.47 percent). In terms of political theory, 1,579 delegates have bachelor’s degrees and high level (99.49 percent).
Using software to count votes
Binh said the drafts of the regulation on election and regulation on work of the 13th Party Congress have been thoroughly prepared by the central committee, based on the review of the organization of party committees at different levels in the 2020-2025 term, and the situation and circumstances of the congress.
The drafting of the two regulations has been directed by the Politburo and the Secretariat, which gave opinions and instructions on difficult issues.
The election regulation of the 13th Party Congress comprises five chapters and 24 articles. It will be applied to the election at the 13th Congress and the first plenum of the 13th-tenure Central Committee.
Binh said there are some basic changes in the election regulation. It clearly shows the responsibilities of the people who nominate personnel for the Central Committee, the Politburo, General Secretary, the Secretariat, the Central Inspection Committee and the Chairman of the Committee Central Examination.
The regulation says the counting of votes will be implemented with software provided by Central Military Commission.
The regulation on work comprises 6 chapters and 16 articles.
It shows more details about the delegates’ responsibilities to set examples, and about the responsibilities of the head of delegations and responsibilities of members of the Central Committee working with the delegations.
